Аннотация

This research aims to determine the prospects for the development, accessibility, and use of technologies in accordance with inclusive practices. To achieve this, the authors examine the experiences of the world’s top 20 leading knowledge societies and innovative economies as of 2022. Based on this international experience, the authors develop an economic–mathematical model that explains how the development, accessibility, and use of innovative technologies influence the inclusiveness of contemporary society. As a result, the authors conclude that research and development alone are insufficient for fully realizing the potential of ensuring social inclusiveness – achieving this requires the implementation of a comprehensive innovation management strategy, which also includes the development of ICT, technical and vocational education and training (TVET), and higher education. Using Russia as an example, the authors demonstrate that these measures of innovation management will enable the achievement of full social inclusiveness. The theoretical significance of the results obtained in the research lies in forming a conceptual understanding of the inclusiveness of knowledge societies and innovative economies. Specifically, this vision includes a clear prioritization of implementing innovation management practices. The practical significance lies in the forecasts compiled for a knowledge society and innovative economy in Russia, which elucidate the prospects for enhancing the practices of technology development, accessibility, and use in support of inclusiveness. Implementing the best perspective in practice will be facilitated by the newly developed approach to innovation management. A distinctive feature of the new approach is that it emphasizes the development of competencies in innovation use based on TVET and higher education, complemented by research and development and the growth of ICT.
