Аннотация

This study explores the feasibility and strategic pathways for implementing a smart city framework in Bukhara, Uzbekistan—a city of rich cultural heritage currently undergoing early-stage urban digital transformation. Using a mixed-methods empirical approach, this research analyzes existing digital infrastructure, levels of citizen engagement, and environmental performance indicators within the urban context of Bukhara. The findings reveal critical gaps in interoperability, public participation, and data governance, while highlighting emerging opportunities in transportation, municipal services, and green innovation. A localized smart city readiness model is proposed, integrating three core pillars: citizen engagement, environmental sustainability, and digital governance. This model aims to guide policymakers, urban planners, and stakeholders in developing scalable and context-sensitive smart city solutions that preserve Bukhara’s historical identity while promoting sustainable urban modernization. The study contributes to the limited body of empirical research on smart cities in Central Asia and provides a replicable framework for other mid-sized historic cities transitioning into the digital era.
