Integration of Artificial Intelligence into Uzbekistan's Renewable Energy Sector: A Comparative Legal Analysis and Regulatory Directions

The article examines the use of artificial intelligence (AI) in renewable energy source development (RES) and assesses the national legal regulation of Uzbekistan in this field. The analysis adopts an interdisciplinary comparative legal and analytical approach. The analysis part of the work included a survey of national regulatory initiatives and international practices to identify the opportunities and challenges for incorporation of AI in the renewable energy sector. To evaluate how AI is contributing to improved operational efficiency, a content analysis of scientific publications, indexed in Scopus and Elsevier, and of 15 international case studies, including DeepMind, Vestas, and Siemens Gamesa, was conducted. The insights reveal that application of artificial intelligence in the energy industry updates generation forecasts by 15–25% and decreases operational costs and increases equipment reliability. However, in Uzbekistan there is still a regulatory gap in terms of certification of AI algorithms, distribution of responsibility, and assertion of cybersecurity assurance within the RES domain. In the discussion, it underlines that the international standards and European directives that regulate the ethical and safe use of AI should be adapted. It further concludes that tailored regulations in certification, auditing, data protection, technological risk insurance, and investment incentives are necessary to promote the successful application of AI technology in Uzbekistan-oriented renewable energy. This Study is practically significant due to providing legal and institutional groundwork for safe, transparent, and efficient implementation of the AI into the national energy system, contributing to the Sustainable Development and Digital Transformation objectives of the country.
