Students’ Digital Readiness, Institutional Strategies and Global Frameworks: A Comprehensive Approach to Education Transformation

The digital transformation of education has emerged as a global priority, reflecting the growing importance of technology in ensuring inclusive, high-quality, and future-oriented learning. Its effectiveness, however, depends on the careful alignment of student digital readiness, institutional strategies, and internationally recognized frameworks. This paper provides a comprehensive analysis that brings together multiple perspectives: global policy insights from OECD surveys, conceptual contributions from Russian scholarship emphasizing humanistic values, student perspectives from Indian higher education, and the structural guidance of the UNESCO Six Pillars framework. The study argues that meaningful transformation requires bridging policy, institutional practices, and student experiences through a human-centred and evidence-based approach. Findings reveal that while governments and institutions are investing heavily in infrastructure and digital strategies, persistent gaps remain in student digital literacy, teacher preparedness, parental involvement, and sustainable financing. By synthesizing international evidence, the paper develops a multi-level model linking student readiness with institutional strategies and global frameworks, offering practical recommendations for policymakers, educators, and stakeholders to ensure a sustainable and equitable digital transformation in education.
