Development of a national and interstate mechanism for transferring innovative activities of higher educational institutions to the digital economy of Uzbekistan

Abstract: The article is devoted to the development of a national and interstate mechanism for the transfer of innovative activities of higher educational institutions to the digital economy of Uzbekistan. The methodological basis of the study is the design approach science, institutional analysis of the regulatory framework and comparative study of international practices (Horizon Europe, WIPO TISC, OECD, World Bank). The paper proposes the architecture of the mechanism, including legal, organizational and process, digital, financial and interstate levels, as well as a system of key performance indicators (KPI). A roadmap for implementation for 2025-2030 with piloting in ICT, biomedical technology and agricultural technology clusters is presented. The practical significance of the results lies in the possibility of their use in the formation of national innovation policy and the integration of Uzbekistan into global technological chains.
