Аннотация

China has long been the leader of outgoing mobility and in the article, we describe the mechanisms that the Chinese government uses to attract students to Chinese universities and to provide Chinese students with the opportunities of studying abroad. The purpose of this research is to analyze and systematize the legal normative basis of organizing academic mobility in China, forms of student mobility (current mobility programs and scholarships at the governmental level), and present up-to-date tendencies on the main flows of mobile students, leaders of the world incoming and outgoing mobility. Methods of literature analysis, comparative method and statistical data processing method are used in the study. Analysis of the number and share of international students is based on the UNESCO official data given in the report «Facts and Figures on the Internationalization of Studies and Research in Germany and Worldwide» by DAAD centre. At the governmental level mobility has the normative basis in the form of the Law on Education, and there are also several scholarships and programs that effectively perform their main objective of attracting foreign students. Thus, academic mobility might be considered an element of Chinese soft power aiming at promoting Chinese education. Still there are some challenges, like credit recognition, student services, linguistic and financial issues, psychological service, for mobile students – these problems are perspectives for further study and might be interesting for the researchers in the field of comparative pedagogy.
