THE CONCEPT, CONTENT, AND LEGAL ESSENCE OF THE STATE CIVIL SERVICE

This paper is dedicated to the analysis of the institution of state civil service in the Republic of Uzbekistan, its legal foundations, and its role in the modern public administration system. The study highlights the legal essence of the field within the framework of the Law "On State Civil Service" adopted in 2022, the principles of meritocracy, and the system of merit-based recruitment through open competition. Furthermore, the issues of digitalization of the civil service and increasing labor efficiency through the KPI system are analyzed based on statistical data.
