Аннотация

This article examines the legal framework governing the use and protection of water resources in the Republic of Uzbekistan through a retrospective analytical approach. The aim of the study is to systematically analyze the stages of formation and development of the national legislative framework and to identify its institutional characteristics. The research employs retrospective, comparative legal, and systemic analysis methods. As a result, legal reforms in the water management sector are classified into four distinct stages, and the specific features, priority directions, and regulatory mechanisms of each stage are identified. Particular emphasis is placed on the most recent stage, which is characterized by intensified legislative codification, institutional reforms, and the strengthening of strategic planning. The findings demonstrate that legal regulation in the field of water security in Uzbekistan has evolved into a comprehensive and systematic framework. The results of the study hold both theoretical and practical significance for improving public policy and guiding future research in the field.
