This paper documents seven fundamental unsolved problems that emerge when attempting to implement V=N/D (Value = Service Density / Friction) as a national operating system. V=N/D proposes that individual and collective value is best measured by the density of service delivered relative to friction generated. Rather than presenting answers, this paper establishes a precise map of open questions — a coordinate system for future researchers, engineers, and institutions who may attempt verification or implementation. The seven problems addressed are: (1) the computation authority problem, (2) the definition of service problem, (3) the transition disruption problem, (4) the free rider and vulnerability problem, (5) the border and security problem, (6) the unmeasured value problem, and (7) the self-reference problem. This paper argues that identifying failure modes of a theory is as scientifically valuable as proving its successes.
