EXPEDIENCY OF THE INSTITUTIONAL TRANSFORMATION OF THE PENITENTIARY SYSTEM OF THE REPUBLIC OF UZBEKISTAN

This article examines the expediency of reforming the penitentiary system of the Republic of Uzbekistan regarding the potential transfer of penal enforcement functions from the Ministry of Internal Affairs to the jurisdiction of the Ministry of Justice. The study evaluates the effectiveness of the current governance model through the lens of national legislation and international standards. Furthermore, it provides a comparative legal analysis of the Russian Federation's transition experience.
