This study examines the problematic of the "Digital Mind" in the era of Artificial General Intelligence (AGI), offering a critical perspective rooted in Avicenna's (Ibn Sina's) philosophy of the soul and consciousness. The significance of this research lies in its re-evaluation of the Transoxiana philosophical school as a framework to address contemporary digitalization challenges. Furthermore, it seeks to ground the concept of "Cognitive Sovereignty" to safeguard cultural identity against technological dependency. Employing a comparative analytical methodology, the research deconstructs the fundamental chasm between algorithmic simulation and authentic human perception. By contrasting the "Rational Soul" with artificial neural networks, the study demonstrates the inherent limitations of technology in comprehending abstract meanings and moral values. It concludes with strategic recommendations for developing a national AI infrastructure that ensures intellectual and cultural sovereignty.
