METHODS OF ASSESSMENT AND ANALYTICAL STUDY OF THE EFFECTIVENESS OF FREE ECONOMIC ZONES IN REGIONAL DEVELOPMENT

The functioning of free economic zones significantly influences regional economic development, investment attraction, and job creation.Inefficient use of such zones limits territorial potential and reduces economic attractiveness.The aim of the study is to determine the effectiveness of free economic zones and to develop recommendations for enhancing their contribution to regional development.Special attention is paid to the design of analytical tools that optimize resource use, increase investment attractiveness, and promote socio-economic development in the regions.Methods.The study applies system analysis, comparison, generalization, correlation-regression analysis, and scenario modeling of regional development.The analysis includes assessment of financial and economic indicators of zones, evaluation of investment impact and social effects, and comparative analysis of free economic zones' practices in Ukraine and abroad.Results.Key effectiveness factors are identified: investment levels, job creation, infrastructure development, regulatory environment, and economic incentives.A set of measures is proposed to enhance zone efficiency, including optimization of management decisions, integration of innovative planning approaches, and real-time monitoring of economic indicators.The study demonstrates that systematic application
