Digital government operations create unique legal challenges in the field of tort liability, requiring a revision of traditional legal doctrines. The research analyzes the intersection of tort law, administrative regulation, and digital government services in the context of contemporary technological changes. The work examines the tension between government immunity and citizens' rights in the digital environment, considering issues of liability distribution, standards of care, and legal remedies characteristic of electronic administration. Particular attention is given to the legislative foundations of liability, judicial practice, and administrative regulations that shape the contemporary understanding of tort liability in electronic government. The research identifies various types of civil liability, including liability for data breaches, system failures, misinformation, and algorithmic decision-making. The results demonstrate the need to develop adapted legal mechanisms capable of ensuring a balance between government accountability and operational efficiency in conditions of rapid technological development of digital government administration.
