We consider the interaction of external electromagnetic radiation with a semibounded conductor, when the radiation is incident at an arbitrary angle to the surface of the conductor. The temperature is assumed to be low enough for spin-glass magnetic ordering to occur in the impurity subsystem. Expressions are derived for the longitudinal and transverse permittivity in the form of functionals of the electron self-energy part. The reflection coefficient is calculated as a function of the angle of incidence and the frequency of the incident radiation. It is shown that because of the presence of magnetic impurities the reflection coefficient assumes anomalously low values in both the low-frequency and high-frequency regions for certain values of the angle. We also show that the interaction of electrons with magnetic impurities cannot cause the electron effective mass on the Fermi surface to increase by more than a factor of two.
