It is established that the Hamiltonian describing the scattering of surface electrons by surface nonuniformities of solid hydrogen depends nonmonotonically on the thickness of the condensed helium film. It is shown that by smoothing the surface defects the helium film can intensify the interaction of electrons with them. The results obtained are employed to explain the experimentally observed anomalies in the electron mobility above solid hydrogen.
