Annotatsiya

This article examines the theoretical foundations of civic control as a key institution in the development of civil society. The study analyzes the historical roots, conceptual approaches, and functional characteristics of civic control, particularly in the context of Uzbekistan. It explores the relationship between state power and society, emphasizing the necessity of limiting and monitoring authority to ensure legality, justice, and democratic governance. Drawing on classical political theory, including the ideas of Jean-Jacques Rousseau, as well as modern Western scholarship, the article classifies civic control into various forms—direct and indirect, formal and informal, positive and negative—and outlines its core principles such as independence, objectivity, transparency, and civic participation. Special attention is given to the role of civil society institutions, mass media, political parties, and the Ombudsman in exercising control over state bodies. The article concludes that effective civic control is an essential condition for strengthening the rule of law and consolidating democratic statehood.
