TERRITORIAL TIMBER INDUSTRY CLUSTERS OF RUSSIA: PROBLEMS OF FORMATION AND DEVELOPMENT

his paper analyzes the practice of creating and functioning of territorial timber clusters in the forest sector of the Russian economy. It has been established that clusters are able to solve a number of systemic problems characteristic of the industry as a whole by ensuring the integration of forest resource and timber processing enterprises, educational and research organizations, eliminating the technological and technical backwardness of timber production by attracting investments in the modernization of existing and construction of new capacities, the development of forest transport and social infrastructure. They are able to create a dynamically developing and balanced economy that provides permanent employment of the population with high growth potential and high labor productivity. It is determined that the imperfection of the current regulatory framework hinders the development of clusters in the forestry sector of the country, and the lack of state support measures makes them ineffective.
