The role of the Mahalla Citizens' Assembly in ensuring sustainable development and security in society is analyzed. Security is a complex process closely related to human life and uncertain realities. Managing this process and achieving success depends on the competitiveness of managers, the proper formation of the project team, and the effective allocation of human resources. This paper investigates the strategic importance of these factors and how they influence the success of sustainable development initiatives in local communities. The article further examines the role of managers and their impact on project outcomes, including the critical skills required for leadership and team coordination. Key factors such as decision-making, resource management, and stakeholder engagement are also discussed as decisive elements for the sustainability of community projects. To address the inherent uncertainty in group decision-making processes, a new integrated uncertain group decision-making model is proposed. This model incorporates the Delphi method and the Eckenrode criteria to select the most suitable individuals for the sustainable management of Mahalla Citizens' Assembly activities. Through this approach, effective management measures are implemented to promote sustainable development and long-term security in the mahalla. The model is designed to be adaptive and robust, allowing for continuous assessment and improvement of decision-making processes, ensuring the ongoing development of the community.
