Annotatsiya
This chapter explores the transformative role of information access in redefining state–citizen relations and advancing good governance. It examines how legal instruments, digital platforms, and open data initiatives enhance transparency, accountability, and civic participation. While global progress is evident, persistent challenges such as digital divides, low literacy, and privacy concerns remain.
