The concept of a legal state is one of the basic principles of modern statehood, in which the rule of law, the protection of human rights and freedoms, the separation of powers and the legal protection of citizens occupy a central place. The constitutional and legal reforms implemented in the Republic of Uzbekistan in recent years are aimed at further improving this concept. In particular, the new edition of the Constitution of the Republic of Uzbekistan, adopted as a result of a referendum on April 30, 2023, strengthened the primacy of human dignity, social justice and the principles of a legal state. This article examines the basic principles of the concept of a legal state, constitutional guarantees of citizens' rights and freedoms, new norms (the primacy of human dignity, the national human rights strategy, judicial and legal reforms), as well as a comparative analysis with foreign experience. Based on the analysis, it is aimed to assess the compliance of Uzbekistan's legal reforms with international standards and national characteristics. The article consists of an introduction, two main parts and a conclusion. The purpose of the research is to evaluate and make proposals for new approaches to the legal protection of citizens in the concept of a legal state in the conditions of Uzbekistan. As a result, proposals are made to further strengthen legal protection. The article is based on the Constitution, the National Strategy on Human Rights, and international experience.
