Smart Governance Platforms for Enhancing Public Sector Accountability

The paper is centered around an advanced proposal of a Smart Governance Platform model that is supposed to improve the accountability efforts of the public sector due to the incorporation of digital technology, datadriven decision making and citizen-centric governance. The conceptualization of accountability used in the study integrates into the multidimensional construct; transparency, responsiveness, answerability and enforcement, and provides a systematic methodology with quantitative evaluation metrics. The empirical research has shown a massive increase in the levels of transparency, efficiency of grievance resolving process, performance of department and general effectiveness of accountability after the implementation of platforms. The results prove that smart governance platform allows passing the reactive oversight into the proactive, performance-based accountability and improves the trust in the public institutions. The paper concludes that enlisting the use of technology in administration to enhance governance levels with proper institutional and ethical contexts can be transformational in its goal to deliver transparent, responsive, and accountable state administration.
