Annotation: This scientific article examines the theoretical and practical aspects of using digital pedagogical innovations in the effective teaching process of students with special educational needs in an inclusive educational environment within the primary education system. The study highlights the opportunities provided by digital technologies for individualizing education, implementing differentiated approaches, and improving educational quality. At the same time, it identifies the technical, methodological, pedagogical, and psychological problems faced in the implementation of these innovations in modern schools, explaining their underlying factors scientifically. Based on international experiences (UNESCO, OECD) and scientific research, effective strategies for addressing these problems have been developed, including adaptive teaching technologies, universal design (UDL), artificial intelligence-based platforms, and the development of teachers' digital competencies. The results of the research hold significant scientific and practical relevance for modernizing the primary education system, developing an inclusive environment, and enhancing digital pedagogical approaches.
