This article provides a profound academic exploration of the Judicial Manager’s procedural status within the insolvency framework of the Republic of Uzbekistan. It moves beyond a simple administrative description, offering a doctrinal analysis of the Judicial Manager as a hybrid legal subject endowed with both fiduciary duties and quasi-judicial authority. The study conducts a rigorous comparative assessment of insolvency regimes in Germany, the United Kingdom, and the United States to identify systemic gaps in the national Economic Procedural Code. Key focus areas include the “clawback” mechanism, the “business judgment rule” in insolvency, and the necessity of shifting toward a self-regulatory professional model. The author proposes a structural reform package involving tiered professional indemnity insurance and the integration of AI-driven financial monitoring. The research concludes that the evolution of the Judicial Manager institute is a cornerstone for economic justice, institutional transparency, and the long-term protection of property rights in a globalized market.
