This article provides a comprehensive theoretical and practical analysis of the rights of persons with disabilities based on the concepts of human dignity and the universality of human rights. The dominance of the medical model in the historical development of human rights theory is critically assessed, revealing its restrictive impact on the legal subjectivity of persons with disabilities. The study substantiates the role of the social state concept, the principle of non-discrimination, and the doctrine of reasonable accommodation as key mechanisms for ensuring substantive equality.
