Annotatsiya

This article analyzes the global activities of Türkiye Maarif Vakfı (TMV) and the relationship between educational diplomacy, national interests, and state security policy. The study examines the transformation of Turkish foreign policy in the late twentieth and early twenty-first centuries, particularly the emergence of educational diplomacy as a strategic instrument within the framework of soft power. It explores the institutional status of TMV and demonstrates how its international educational activities are closely linked to Turkey’s geopolitical, cultural, and ideological interests. The article further analyzes the role of the foundation in shaping a positive international image of the state, training strategic elites, expanding cultural influence, and supporting national security through its global network of educational institutions. TMV’s activities are evaluated through the theoretical perspectives of constructivism and soft power, while its influence on geopolitical processes in Africa, the Balkans, and Central Asia is also highlighted. The findings indicate that TMV has emerged as a comprehensive and multifunctional model of educational diplomacy in the contemporary international relations system.
