SOLVABILITY CONDITIONS OF THE NEUMANN BOUNDARY VALUE PROBLEM FOR THE BIHARMONIC EQUATION IN THE UNIT BALL

The necessary and sufficient solvability condition of the Neumann boundary value problem for the inhomogeneous biharmonic equation in the unit ball is obtained. Solution with polynomial boundary data is constructed.
