Abstract
It is shown that the pairing of electrons and holes belonging to different space regions can be suppressed by neutral impurities (and crystal structure defects) of sufficient concentrations. An exception is the case when electrons and holes of equal effective masses are scattered by impurity centers in the dielectric layer. The linear response of the system to dc and ac electromagnetic fields is calculated. Even in the presence of impurities the system retains coherent properties, particularly anomalous diamagnetism.
