Abstract

This article examines the emergence and development of digital diplomacy as a new approach in international relations, based on historical facts and scientific analysis. The transformation of diplomatic practices under the influence of information and communication technologies is analyzed within the broader context of global political change. Special attention is paid to the evolution of diplomatic communication from traditional closed formats to open, interactive, and digital platforms. The study argues that digital diplomacy has become an independent strategic instrument of foreign policy, reshaping state-to-state interactions, public diplomacy, and global political narratives.
