Abstract

TA-14 Reliance Governance Architecture is the architecture family within TA-14 that governs what must be true before admissible evidence may be legitimately relied upon for consequence-bearing purposes. It extends TA-14 Admissible Evidence Architecture by formalizing the reliance formation layer required before authority, binding, commit, execution, and outcome accountability can proceed. This monograph preserves DOI-004 in the TA-14 publication sequence. DOI-001 established TA-14 Admissible Execution Architecture as the parent architecture governing consequence-bearing execution. DOI-002 established TA-14 Evidence Governance Architecture as the upstream family governing what must be true of evidence before admissibility can exist. DOI-003 established TA-14 Admissible Evidence Architecture as the architecture governing when governed evidence becomes admissible evidence. DOI-004 establishes Reliance Governance Architecture as the architecture governing when admissible evidence may be legitimately relied upon before consequence-bearing action may proceed. Core Doctrine: No admissible reliance. No admissible execution. Expanded Doctrine: No governed evidence. No admissible evidence. No admissible reliance. No admissible execution. This publication is intended as a public architectural reference and governance research work. It is not a certification, legal opinion, compliance determination, security audit, regulatory approval, production validation, or endorsement.
