Abstract

TA-14 New Reality Governance Architecture is the architecture family within TA-14 that governs when an admissible outcome may become governed reality for Record, Continuity, and the next admissible chain. It formalizes the transition from accountable outcome to inherited reality by defining the reality delta, record-readiness conditions, continuity-readiness conditions, reliance boundaries, exception inheritance, ecology boundaries, drift controls, first-use detection, and inherited-reality accountability required before future chains may rely on an outcome-created state. New Reality Governance establishes that Outcome closes one chain, but does not automatically create the next reality. A future chain may begin only when the outcome-created condition has become scoped, preserved, reliance-bounded, exception-aware, ecology-bounded, drift-controlled, accountable, continuity-ready, record-ready, and reviewable. Core doctrine:No governed new reality. No admissible next chain.
