Hiroshi Matsumoto: graduated from the Department of Electronic Engineering, Kyoto University, in 1965 and received his M.S. degree from there in 1967. In 1967, he became a Research Associate at the Faculty of Engineering. He received his Ph.D. degree later. After serving as an Associate Professor, he became a Professor at the Radio Atmospheric Science Center in 1987 where he became Director in 1992. His specialization is space plasma physics, space radio engineering, and space energy transmission. In 1975, he received a Tanakadate Award from the Japan Earth Electromagnetic Field Society. He is the author of Modern Radio Science (URSI) and has published many papers
