The surface impedance of metallic plates in a magnetic field perpendicular to the surface with symmetric and antisymmetric two-sided excitation of an electromagnetic field is studied theoretically. The influence of surface scattering of the charge carriers on the behavior of the surface impedance in strong magnetic fields (r ⪡ δ, r is the radius of curvature of the electron trajectory in the magnetic field, δ is the skin depth of the electromagnetic field), when the diffuseness of reflection can lead to concentration of electric currents near the boundaries of the specimen in a layer of thickness of the order of r, is studied. Surface scattering of conduction electrons is described with the help of an integral boundary condition with an arbitrary scattering indicatrix; possibilities for determining the functionals of the scattering indicatrix by studying the dependence of the surface impedance on the magnitude of the external magnetic field are indicated.
