In the article the complexes of problems are considered optimal planning and operational control of consumption of fuel and energy resources. The basic concept of the energy management system of the oil and gas production complex is presented, the main tasks of the energy management system are identified and methods for their solution are given. The tasks of minimization of the cost price of the products of the oil and gas production complex are discussed at the expense of minimizing the costs of fuel and energy resources. The main factors influencing the consumption of fuel and energy resources are identified, and a mathematical model for optimizing the needs of fuel and energy resources is proposed
