TA-14 Consequence Formation Governance Architecture is the architecture family within TA-14 that governs what must be true before consequence may legitimately begin forming before attachment, binding, commit, execution, and outcome accountability proceed. It extends Legitimacy Governance by formalizing the consequence formation layer required before consequence may attach to an actor, scope, record, obligation, system, environment, or affected surface. DOI-008 establishes that execution is often where consequence becomes visible, not necessarily where consequence begins. Version 1.2 integrates consequence capacity, consequence health, consequence dependency, consequence state transition governance, consequence restoration governance, Consequence Formation Science, and Consequence Transition Science. The publication establishes consequence formation as a governable condition that must remain reviewable, healthy, dependency-current, capacity-sufficient, transition-governed, restoration-proven where applicable, legitimacy-linked, formation-science-aware, affected-surface aligned, and threshold-satisfied before attachment, binding, commit, execution, or outcome may proceed.
