Professor of Central Eurasian Studies at Indiana University and director of the Inner Asian and Uralic National Resource Center. He is the author of Language Planning and National Development: The Uzbek Experience (1991) and has written extensively on policies related to religion and culture in Uzbekistan and Kazakhstan
