David R. Shklyar: graduated from Novosibirsk National University in Russia in June 1971. In 1974, he obtained a Ph.D. from ISMIRAN. In 1974, he became an Assistant Professor in the theoretical section of the same institute. In 1985, he was an Assistant Professor in the ionospheric research section and in 1990 became a Professor. His specialty is space plasma physics. He has recently been working mainly on the wave-particle interactions in inhomogeneous magneto-spheric plasma
